Town Accountant

The Town Accountant:

* examines all bills, drafts, orders, and payrolls for accuracy, legality, and proper departmental signatures
* prepares all warrants for submission to the Treasurer for payment and may refuse payment approval if such payments are deemed fraudulent, excessive, or unlawful
* in conformity with state law and as set forth by the Director of Accounts, keeps a complete set of books of the Town, showing appropriations and amount and purpose of expenditures; receipts from all sources; and amount of assessments levied and abatements made
* prepares monthly appropriation statements for all departments and refuses payment on any invoices that exceed the appropriated amount.
* receives all budgets in preparation for the next fiscal year and serves as liaison to, provides revenue statements, and works closely with the Finance Committee and with other Town officials in preparing the Town budget and in monitoring the Town's fiscal condition
* has full audit responsibility for all Town Departmental receipts and disbursements
* audits the Treasurer's cash, and assists in the Town's yearly audit
* prepares annual town reports to the state and to the Town as required by law
* administers the Town's health and life insurance program for both active and retired employees
* serves on the board of directors of Minuteman/Nashoba, the Town's collaborative health insurance group
* keeps records of premiums paid by subscribers, processes claims, and assists employees with related insurance questions
* maintains personnel records on Town employees

The Town Accountant is assisted by a part-time hourly office employee.
